Does anyone know what the process is to amend the state constitution?

Maine legislature must vote by at least a 2/3rd majority to refer an amendment to the ballot. That's the only way, unfortunately. And given that Republicans see RCV as a threat, I don't see how they go for it.

What would be the incentives involved in an independent's internal? If Hayes is courting Democrats, maybe "look, Mills has got this, so you might as well vote your conscience". Or if she's courting Republicans, "look, Moody is doomed, your only chance to stop Mills is to rally around Hayes!"
