I have to assume that there would be at minimum 1.5 seats in the Tokyo metro area for every current seat, it's that badly apportioned. Beyond that, I have no idea without a detailed map.

You could add a bunch of seats instead. If you had 300k people per seat as a target, I think Tottori would keep its second seat.

that would make for 424 seats. 176 PR block seats (like now) makes for 600.
An interesting solution that hadn't crossed my mind!
though diluting the PR block element isn't ideal, and increasing the size of the House to 700 would be unwieldy. House membership could be fixed to 650. Keeping the same share of PR block seats means 255 PR block and 395 single-member. 395 single-member=quota of 321,798.

What I was thinking was using the existing 8 geographical regions for PR, rather than create 11 separate blocks.

that's a decent start.
the way I would do it is to use the regions as a base. If they would be bigger than 28 seats, they would be split, but otherwise they are kept whole.
I would avoid a nation-wide PR block. The existing system doesn't have it - and there isn't enough PR seats that the PR block constituencies get unworkably big.
