Did ID get the worst deal in terms of threshold for a new CD? 919k people per district...?

With the exception of Delaware, yes:

If Republican-led state governments for some reason wanted to change borders, how about a 51st state of Deseret. Two new Republican senators...

The Commission has another draft legislative map up (L02). I greatly preferred the first one to this current iteration. It seems like the panhandle is really getting shafted here with ugly lines.

The commission has posted another congressional map today (C03). It has a total population deviation of 0. This will likely be the final map, and a vote will be held Friday November 5.

Yeah I think a Boise with rest of Idaho is probably a bit better but as Sol stated neither is really good and makes much sense. Idaho just needs 3 seats.

Here's my attempt of making a fair 3 district ID map. One thing to be careful is to make sure each district has road access.

I'd rather put Boise in with the Panhandle to create a more competitive district, but whatever, I can understand why they didn't this.
Not a bad map, not a good map either. Meh.

Only change from the old congressional map is moving the boundary in Boise to account for population right?

The commission has passed legislative map L03 6-0 and has passed congressional map C03 4-2. Four votes are needed, so Idaho is done with redistricting!

Nels Mitchell and Dan Schmidt. Two of the three Democrats on the commission.

Essentially, both of them have concerns with county/city splitting. The new map cuts into Ada County, and splits Eagle.

The state legislative map was challenged in court, with the claim that it split counties and precincts unnecessarily. The Idaho Supreme Court has upheld the map.

A separate challenge was made against the congressional map. No ruling has been made yet.

I know you're joking but I think rural Oregon would prefer to join Idaho rather than the other way round (several counties have actually approved measures to leave Oregon and join Idaho). The expanded Idaho would have 4? congressional districts. If you added rural Washington it would probably have 7.

The congressional map has been upheld by the Idaho Supreme Court in a unanimous decision. It was alleged that the map was submitted late and unnecessarily split precincts.
