I mean, technically that's true, but it was a pretty insane swing in 2008, since Democrats really hit their ceiling, and there was pretty much nowhere to go from there but down. Not to mention the NPV of 2016 was to the left of 2000. I could say that 2010 and 2014 are the only elections after 2004 in which Republicans gained Senate seats, but similarly, that's not telling the whole story.

Those are the only elections after 2004 where they gained House seats too, so you could just say 2010 and 2014 are the only elections where they gained ground in Congress, but as you said, it's not telling the whole story.
