Bush still loses due to Buchanan's primary challenge and convention speech, the weak economy, fatigue after 12 years of Republican rule,  having nothing to offer for term 2, and a horribly run campaign.

Perot may not run and it gets closer in the EC. But, as already mentioned: The economy was tanking, 12 years of GOP rule and little to offer for a second term when Bush's foreign policy credentials were no longer a key factor swing the election to Clinton.

Not raising taxes would mean even worse economic environment during the election which, combined with a Republican fatigue, results in a similar Democratic victory.

It wasn't just the taxes, it was the Anita Hill, thing that got voters alarmed about Bush, he would have still lost.
