Being closed is probably the biggest advantage for Progressives in NY. Remember that the house races had one upset and two possible others due to this. In 2016, tit may have been a problem, but by now, the indies would probably just support the moderates.

The problem isnt just closed primaries but NY has some of the worst voting laws in the country:

If the VRA is ever re-written...pre clearance needs to be required for all 50 states instead of just the South

considering the rationale used in Shelby County vs Holder, pre-clearance for all 50 states would actually be less problematic than just for certain areas with histories of voter discrimination.
