What percent of the Hispanic vote did Trump/Cruz win in 2016/2012?

Trump '16
Latino Decisions: 16%
Exit Poll: 34%
Estimates for my Vote by Race by County project: 26%

Your estimate is about right.

In the end, it comes all down to turnout. If Latinos turn out in droves, Cruz gets into danger territory.

Is +23 a good place for O'Rourke to be among Hispanics?

Not even close.

However, this is not a proper or in any way reliable poll of Hispanics in the first place, so it is not very relevant.

It's worth noting that - if you take the 2014 exit polling at face value - both Abbott and Cornyn won          a plurality of Latinos (Cornyn +1 and Abbott +11).
