The offenses for which he was convicted are mostly tax-law violations. ADX Florence is for largely for spies, terrorists, drug kingpins, and mobsters.

The only reason for him to be somewhere like that is that other inmates and potentially (depending on what he does) from Russian intelligence may try to harm him. A high security prison is more likely to keep him safe from others than a low security one, which is part of the reason why he was in solitary confinement already.

Not 100% on this, but I think everyone housed at supermax prisons are held in solitary confinement. Don't get me wrong, some people really do need to be segregated from the general population for the safety of others, but solitary confinement destroys the mind. It's inhumane and throwing someone in there for months, let alone years, is torture.

That being said, I think Manafort would be just fine at a regular prison. He may be a criminal, but I don't think even he deserves to have his mind turned into mush with years of isolation, 23 hours a day, 7 days a week, 365 days a year.
