Depends on whether a better target is denouncing hostility toward a specific group of people, or denouncing bigotry and prejudice on principle. Given that the former doesn't necessarily imply the latter, but the latter accomplishes the former, I'd say Trump made the better choice.

Why can't Trump issue a single, specific, strong and unequivocal condemnation of the white supremacist, Charlottesville movement that rose recently? A condemnation not prompted by an interviewer's question, but a real and powerful one? This shouldn't be that hard, and yet Trump never did it.

For the same reason right-wing populists often don't do in Europe. They want their support, so they won't condemn these groups and figures.
