They don't seem to be boosting industries, and hurt our agriculture so much that required a bailout. Where are the gains?

Well, the point is to pressure China into changing their ways.  It's a long term game, so of course you won't see the results yet.  As for the other nations, that's just dumb.

It's a long game with military protection.  The EU is now considering full open free trade or possibly face US forces pull out (which is where a good relation with Russia could force more leverage).

Sherrod Brown likes the tariffs.

So do Chuck Schumer, both Minnesota senators, Ohio Democrats in general, and many others. Meanwhile Republicans like Rob Portman and Bob Corker are mostly whining about how the market must be free. Fair trade is typically something favored by Democrats and progressives, not the GOP.

That's conservative orthodoxy now. Spite has become a beneficial result for the Republican Party. They're content enough with that being the only result from a policy.

They're helping some Americans who got shafted by globalization (broadly) feel good in the sense that for them, seeing pro-free trade media talking heads, Corporate America, the economics profession, Establishment figures in both major parties, etc freak out about is fun And "we're getting ripped off by other countries in these terrible trade deals, folks" has been a very consistent part of Trump's "populist" political rhetoric, so the fact that he's actually governing like he campaigned on a major issue that his base likes - particularly many the more downscale and economically base, e.g. the Democrats in the Rust Belt who voted for him - keeps them mobilized.

Trump is in permanent campaign mode, because he's so deeply unpopular outside of the roughly 40% of the country who support him. He NEEDS his people permanently agitated and politically engaged, or he's done, even if he only understands this instinctually. Fortunately, Trump's own instincts - public bullying, controversy-for-the-sake-of-controversy, there's no such thing as bad publicity, etc. help him massively - as does most of the media (FOX News and co notwithstanding) playing the (unwitting?) foil for Trump to keep his supporters angry and spiteful.

Oh wait, did I read the OP's question correctly?
