I'm assuming he had some type of flight training, as a novice would not have known how to start the engines and taxi to a runway. I guess that's a sure way to do it though.

We had a guy grab a tank in 1987 and charge around the streets late at night looking for Police vehicles. No one could stop him.

Scary stuff.
He very easily could have used the plane as a terrorist weapon against a target (building) in or near the Seattle area.

NORAD did get a pair of F-15s scrambled, but I haven't been able to find any timeframe on how long it took them to arrive on the scene.

(And kudos to all the personnel involved who tried to talk the guy down, rather than immediately blowing him out of the sky as a threat.)
