What should be the Defense policy after Trump's presidency ?

Opinion
* Military budget reduced to concentrate on irregular warfare and climate change fight (I'm not a die hard pacifist)
* High priority on Cyber security
* Army reforms
* Reaffirm alliances
* Prepare the army for humanitarian interventions
