I'd ban someone at random on my first day to establish dominance. Once I had a small group of loyal followers, I'd charge them with reporting subversive content from atypical venues (discord, AAD, wiretapped conversations with their friends IRL, etc.) and use that material as leverage against the rest of the populace posters. When presented with their offenses, any posters who continued with their subversive tendencies would be banned. Those who renounced their views and joined the cause would be rewarded greatly and would in turn return more suspicious persons for inspection and persuasion.
