That could cause Governor Scott Walker to lose Wisconsin in 2018 (not his fault) and Trump to lose Wisconsin in 2020. President Trump practically needs Governor Walker to have a chance in Wisconsin.

And those jobs likely won't come back once the tariff war ends. Harley was suffering from overcapacity even before this tariff mess, which was why it was closing its Kansas City plant. Not only that, but Europe had been where its sales had been growing. Even without tariffs raising prices, HOG has to worry that those customers abandon them for other brands anyway.

All part of Trump's master plan. Fewer jobs in heavily Democratic cities like Kansas City and Milwaukee means less population in Kansas City and Milwaukee, and making those states safe(r) Republican.

Now, if jobs were being lost in Waukesha, that would be another matter.

This isn't even the first time the EU targeted Harley-Davidson for tariffs. At some point they have to take into their planning that they are considered a strategic company to punish.

The ironic aspect about this story is that the EU clearly knows where the swing states are and have targeted the Obama-Trump states, with talks of tariffs on soybeans to needle IA, as well as this focus on WI.
TL;DR: Hillary Clinton may not have focused on Wisconsin, but Jean Paul Juncker (Head of the EU Commision) sure will.
