I think "1. No federal monies shall be appropriated or expended for the purpose of conducting autopsies or vivisections of extraterrestrial lifeforms. Any unspent federal monies appropriated for the above purpose is hereby rescinded." should be amended to include "1. No federal monies shall be appropriated or expended for the purpose of conducting autopsies or vivisections of intelligent extraterrestrial lifeforms. Any unspent federal monies appropriated for the above purpose is hereby rescinded."

Hmm. I'm not sure. Maybe to avoid the trouble of having to define "intelligence" we can just ignore what I said and deal with this when we finally encounter E.T. life.
