With the last evacuations of Spanish held forts, and our private calls for peace being indecisive, the Parliament of Quebec has decided to take a public approach. As such, we call the Spanish Government once more, in requesting the meeting of our two states representatives in a neutral site, so that we may officially end this conflict. Quebec stands now, established and recognized by your fellows in Europe, without a single shot fired. It is our hope and belief that King Charles III is wise enough to keep it this way.

By decree of the Quebecois Parliament,

To be signed into law, a bill detailing the construction of new buildings in the capital of Montreal. including:

*Renovation of old streets and construction of new walkways for the city.

*An official Military Academy

*Proper housing commendations for both Parliament and his Majesty King Henry I 

*An official district for diplomatic housing.

As to the last point, the Foreign Ministry would like to openly invite all nations (both npc and player) who have yet to officially establish relations with the Kingdom of Quebec, send notice so that treaties may be established, and housing needs accounted for.

The Kingdom of Quebec also condemns the actions of Sardinia-Piedmont. The murder of his holiness, and rush to set a pope of your own in Rome is greatly concerning and threatens the legitimacy of the Holy See.

On a more positive note. Quebec formally recognizes both the Republic of Louisiana and Brazil. We look forward to establishing friendly ties with both.

The Sino-Quebecois Economic Treaty of 1786

1. The Kingdom of Quebec is recognized as a respected trading partner of the Qing dynasty.

2. The only port ships of Quebecois origin will be allowed to dock in is Tianjin, on the Bohai Gulf. If any ship of Quebecois origin attempts to dock and remove cargo at any other port, this treaty will be null and void.

3. Quebecois merchants will remove their cargo from their ships, and it will then be inspected by Chinese officials to ensure no illicit materials are being brought into China. Once approved by inspectors, the goods will be sold by Chinese merchants across the country on behalf of the Quebecois merchants.

4. Of the income from the sale of Quebecois goods, 45% will be returned to the Quebecois merchants. 25% will be given to the Chinese merchants and 30% will be taken in as a tax on the imported goods.

5. No Quebecois merchant or sailor will be allowed to travel outside of the city of Tianjin without a special grant of movement from the Viceroy of Zhili. Any merchant or sailor found to have traveled outside of Tianjin without a grant of movement will be subject to immediate execution.

King Henry is relieved to see that his brother was not harmed by the shameful attempt on his life. It is our hope that should there in fact be a party behind this attempt, that they are brought to justice.

On Spain

The Quebecois Government is pleased to announce that we have come to an agreement with the Spanish Government to finally bring peace between our two nations.
