Statement from Yuanming Yuan

His Imperial Majesty the Son of Heaven, Emperor of China, has announced in his divine wisdom a change in policy. The ports of China will be closed no longer. Each of the fine people of Europe are invited to dispatch a noble ambassador to the Forbidden City to meet with the Grand Council. After a series of meetings have been held, the Grand Council will issue a recommendation to His Imperial Majesty. One European people will be chosen as the honored trading partner of the Qing dynasty. This is not a dismissal of China's greatness. Merchants from the honored trading partner will be allowed to export their goods only at the port of Shanghai, which will then be inspected by Chinese officials and then distributed and sold by Chinese merchants. A portion of the income from those sales will be given back to the honored trading partner. His Imperial Majesty believes that this is the path to Chinese prosperity.

His Imperial Majesty the Son of Heaven, Emperor of China, has announced in his divine wisdom a second change in policy. The Grand Council will be reformed to accurately represent the diversity of the Empire among its 12 members. Three members will be of Han origin, three members will be Manchu, two will be Mongol, two will be Uyghurs, and two will be Tibetan. A strength of the Qing dynasty is the many people who are brought under the Mandate of Heaven of His Imperial Majesty. It is fitting that the Grand Council, His Imperial Majesty's closest advisers and courtiers, be reflective of the people they are charged with administering.

The Sino-Prussian Economic Treaty of 1783

1. The Kingdom of Prussia and Corsica is recognized as the honored trading partner of the Qing dynasty.

2. The only port ships of Prussian or Corsican origin will be allowed to dock in is Shanghai, in the Yangtze River Delta. If any ship of Prussian or Corsican origin attempts to dock and remove cargo at any other port, this treaty will be null and void.

3. Prussian and Corsican merchants will remove their cargo from their ships, and it will then be inspected by Chinese officials to ensure no illicit materials are being brought into China. Once approved by inspectors, the goods will be sold by Chinese merchants across the country on behalf of the Prussian merchants.

4. Of the income from the sale of Prussian or Corsican goods, 50% will be returned to the Prussian merchants. 25% will be given to the Chinese merchants and 25% will be taken in as a tax on the imported goods.

5. No Prussian or Corsican merchant or sailor will be allowed to travel outside of the city of Shanghai without a special grant of movement from the Viceroy of Liangjiang. Any merchant or sailor found to have traveled outside of Shanghair without a grant of movement will be subject to immediate execution.

6. If, after five years, there have been no incidents of alarm or causes for concern, as determined by His Imperial Majesty Son of Heaven, Emperor of China, the port of Guangzhou will be opened to Prussian and Corsican merchants under the same terms described above.

The policies of the Sino-Prussian Economic Treaty of 1783 in no way open up internal Chinese policies and politics to outside forces and powers. Nor do those policies open up His Imperial Majesty the Son of Heaven, Emperor of China to caring and providing for those people who have not paid the proper tribute to His Imperial Majesty and declared their respect and allegience to him.

The Sino-Ottoman Economic Treaty of 1784

1. The Ottoman Empire is recognized as a valuable Asian trading partner of the Qing dynasty.

2. Traders and merchants bearing the Ottoman banner will be allowed to travel via land routes through Chinese territory up to the City of Lanzhou, where any good hoping to move any further East will be moved by Chinese traders and merchants.

4. Of the income from the sale of Ottoman goods, 50% will be returned to the Ottoman merchants. 25% will be given to the Chinese merchant, if involved, and 25% will be taken in as a tax on the imported goods, or 50% if there was no Chinese mechant involved.

3. The territory of Macau is transfered back to Chinese control immediatley.

For too long, the unruly men acting under the Russian banner have been occupying land belonging to the Chinese sovereign. These lands have been mismanaged, the people abused, and the rule of law forgotten. No longer will such poor respect be allowed. His Imperial Majesty has announced a great land reclamation programme has begun, to bring all Chinese lands back under Chinese land. This has already been seen with the successful campaigns in Joseon, Nepal, and Tibet. Soon, the men of Moscow will kowtow to His Imperial Majesty as all men are bound to.

On Persia

His Imperial Majesty the Son of Heaven, Emperor of China, has decided, in his divine wisdom, to release a communication He received from the Safavid Prince ruling the people of Persia. Once a noble family whom His Imperial Majesty recognized as loyal and faithful vassals, the Safavid ruler has collapsed into madness. In a recent letter received by Heshen, Minister of Revenue, the Safavid Prince urged His Imperial Majesty to subject the Chinese to Persian rule and build a grand Asian Empire, with the Koreans and the Japanese. The goal of this pan-Asian Empire was, in the Safavid's words, to "wage war on our mutual enemies and bring Europe to its knees. We shall maintain a balance of power, an equilibrium that shall last a thousand years." His Imperial Majesty immediately rebuffed this preposterous idea - the Chinese will never kowtow to men of any other breed. His Imperial Majesty believed this to be the end of the radical ideas from the Safavid Prince, only to learn weeks later, from a respected and well-intentioned ally, that earlier in the year the Safavid Prince had reached out to our Turkish brothers and offered to build an alliance with the Ottomans and the Japanese to attempt to invade Chinese sovereignty.

His Imperial Majesty deeply regrets ever responding to letters from the Safavid Prince, as he is a man of unfit mind who is clearly incapable and ill-suited to the task of governing. His Imperial Majesty believes that the Durrani are strong and noble in their efforts to throw off the shackles of the Safavid Prince. The Safavid clearly has no mandate to govern his people and must be replaced and overthrown with a more capable and learned man. His Imperial Majesty would be honored to receive a delegation from the Durrani in Peking to meet and discuss their noble cause.

On The Succession

His Imperial Majesty the Son of Heaven, Emperor of China, has announced in his divine wisdom a change in policy. For many years, it was His desire that Yongyan, Prince Jia of the First Rank should sit the throne as the next Emperor of China. Sadly, Yongyan, Prince Jia of the First Rank was slaughtered by the Korean rebels of Joseon while serving the Empire valiantly and proudly. His Imperial Majesty has decreed that a period of mourning shall last for a fortnight in memory of the fallen Prince. His Imperial Majesty has transferred command of the Imperial Army to a General of lesser rank to allow Him to return to Peking for the funeral services.

It is now His Imperial Majesty's desire that Yongrong, son of Imperial Noble Consort Chunhui, who shall now be styled as Prince Zhi of the First Rank, should succeed His Imperial Majesty to the throne. Yongrong, Prince Zhi of the First Rank will now sit on sessions of the Grand Council, take part in military training sessions, and become a close counselor to His Imperial Majesty as training for assuming the throne.

On that matter, His Imperial Majesty has announced, in his divine wisdom, that he will abdicate the throne in 1795 at age 85 in the 60th year of His reign as Emperor. It would be disrespectful to reign longer than His grandfather, the great Kangxi Emperor, who reigned for 61 noble and powerful years. His Imperial Majesty will move into the Ningshou Palace, which He had constructed in 1776, upon His abdication as to not obstruct the new Emperor from governing independently.

On Persia

His Imperial Majesty the Son of Heaven, Emperor of China, has decided, in his divine wisdom, to release a proclamation. Once more, the Safavid Prince has lied to the people. His Imperial Majesty in no way accepted the offer of the Safavid Prince to subject the Chinese to Persian rule in the name of raising a pan-Asian Army to sweep across Europe. His Imperial Majesty made it clear that He did not support the idea from the start, as there are many wise, friendly, loyal, and capable Princes governing in Europe who have been good friends and valuable allies to the Chinese. What the Safavid has misinterpreted as support for the plan was, in fact, His Imperial Majesty stating that, if such a plan were to take place, which He desires it not to, that the Chinese would have to be recognized as the Supreme Head of the Army, as the Chinese are the superior people. The Safavid Prince, who cannot govern his people, has lost his mandate to govern and His Imperial Majesty supports the Durrani and their efforts to secure their own rule and bring down the Safavid Prince.

On Nepal

His Imperial Majesty, Son of Heaven, Emperor of China has announced in his divine wisdom a change in policy. His Majesty Rana Bahadur Shah will be returned to the throne of Nepal after being interviewed and inspected by His Imperial Majesty and His closest advisors. Being just a boy, Heshen, Minister of Revenue, will serve as Regent of Nepal and rule in His Majesty's name until Rana Bahadur Shah reaches the age of maturity. Nepal will be ruled as an independent kingdom showing fealty and loyalty to His Imperial Majesty and the Qing. Han Chinese are permitted to relocate to Nepal as settlers and will receive tax-exempt status for ten years should they relocate to Nepal and take up agriculture, as long as 1/3 of their agricultural output is returned to Peking for the first five years of living in Nepal as payment for relocating.

On Manchuria

His Imperial Majesty, Son of Heaven, Emperor of China has announced in his divine wisdom a change in policy. Han Chinese will be allowed to relocate to Manchuria, beginning immediately. Any Han Chinese man between the ages of 19 and 35 who has a wife or concubine and at least one child can travel to his local prefectural capital and receive a lottery ticket to be eligible to relocate to Manchuria. On the 12th day of the year, all lottery tickets will be collected in Peking and 5,000 Han Chinese men and their families will be chosen to be allowed to relocate to Manchuria each year for the next five years. Any man, woman, or child found to move to Manchuria without having been selected in the lottery will be exiled to the Gobi desert.

On Trade

His Imperial Majesty, Son of Heaven, Emperor of China has announced in his divine wisdom a change in policy. It is time for China to become open and embrace the world. Any people wishing to dispatch an ambassador to Peking are invited so to do in hopes of establishing trade missions. Global trade will not be permitted throughout the Empire but, as with the Ottoman and Prussian trade arrangements, pockets of global trade will be permitted and encouraged. Any Chinese subject found to wrongfully harass, injure, or kill a European or Asian merchant will be executed immediately. Yongxuan, Prince Yi of the First Class, is appointed Minister of Revenue in place of Heshen, Regent of Nepal, and will facilitate all future trade negotiations.

On Africa

His Imperial Majesty, Son of Heaven, Emperor of China has announced in his divine wisdom a change in policy. As one of his final acts as Emperor of China, the Taishang Huang boldly sanctioned and commissioned a mission to the Dark Continent - Africa. Word has now arrived in Peking that that mission has been a success. His Imperial Majesty has decreed that this new territory in Africa will be known as Qianlong, in honor of the Taishang Huang, and General Agui will be named Governor of Qianlong, to set sail to take up command in the coming weeks. It is His Imperial Majesty's desire that Qianlong will serve as a rich colonial outcropping to provide mainland China with a wealth of resources and to better facilitate trade in the new, opened, enlightened age that we are living in.

The Durrani have a claim to the lands around the Oxus River and that claim will be recognized.
