A Message Concerning the Investigation to the
King of Prussia

In the course of investigating the murders of the Empress, the King of Rome, and Archbishop Maximilian, serious and troubling evidence has pointed to the involvement of the Prussian government. Now, in Karachi, investigators into the regicide have uncovered uncontroverted proof that Prussia was the manufacturer of the opium used by the assassins as well as yet-unconfirmed reports directly claiming to be assassination orders from the Prussian King. These new findings, when taken with the previously disclosed information, leaves no other serious suspects outside the Kingdom of Prussia.

While the Imperial investigation has enjoyed the mostly un-requested support and cooperation of nearly every civilized government throughout its course, no support from Prussia has been forthcoming. Due to the nature of the allegations and the now uncovered evidence, the Emperor now demands this cooperation. Specifically, the Imperial Government demands of the King of Prussia the following:

1. That He present the persons or whereabouts of several dozen suspected persons of interest in the investigation last known to be acting in the interests of the Prussian government.

2. That He allow the interrogation of said persons of interest by Imperial investigators without outside interference.

3. That He allow full and unimpeded access to Imperial investigators throughout the Kingdom of Prussia during the course of the investigation.

4. That He make explanations to the Imperial Government concerning the unjustifiable utterances and requests of high Prussian functionaries within the Holy Roman Empire immediately following the attacks and detail how said functionaries will be reprimanded for their actions.

5. That He remove from Prussian service all known diplomats, officers, and other functionaries who have been guilty of attempting to undermine the Emperor and the Holy Roman Empire, whose names the Imperial Government reserves the right to make known to the Prussian government and to cooperate with the Imperial government in seeing all such attempts to undermine the Empire ceased.

6. That He immediately present to the Imperial Government such functionaries and documents known to be involved in the sale and trade of opium, both in the East Indies and in Prussia proper.

The Imperial Government awaits an agreement to these terms in full by the Prussian Government within 10 days.

His Sacred and Imperial Majesty Sultan Abdul Hamid Han is very disturbed by the ultimatum issued by the Holy Roman Emperor to the King of Prussia.

The Most Exalted Ottoman State extended its full cooperation with the Austrian investigators when requested so by Vienna, and the Sultan himself has, sometimes despite opposition from His court, worked hard to maintain peace between the two great realms. Therefore He believes he's in a perfect position to issue the following statement.

The Sultan fully sympathized with His Imperial Majesty's natural grief and desire of just revenge following the despicable murder of his son and wife. Yet He wishes to caution his brother in Vienna about not letting these feelings, only half of a man would lack, to play into the hands of elements on both sides that wishes plunge Europe into yet another war.

It is impossible to expect the King of Prussia to submit to at least some of these terms. No sovereign power would consent to give foreign investigative authorities full jurisdiction over their lands and people. From the outside it almost looks as if Austria simply looks for a pretext to declare war on Prussia under justification they refused terms they couldn't possibly have fulfilled in first place.

The Sultan knows the Holy Roman Emperor as a man of God, preoccupied with his people's welfare, so he once again appeals that the latter won't allow the crisis to escalate. A war would inevitably trigger system of alliances on all sides and turn into a world conflict.


(According to rumors from the Serai, the Ottoman Forces had for months prepared defense against any possible intrustion from the Austrian territory.)

The Catholic Church has suffered intensely as a result of the recent fighting in Italy. Rent with division even before the conflict came to its climax, the burning of Rome has destroyed so much of the Church's priceless art, culture and history.

Restoring the Church is a monumental task, yet it is the task incumbent upon those Catholic heads of state who find themselves standing amidst the rubble today. I am proud to announce that, along with the Habsburg Emperor and the Bourbon Kings of France and Spain, we have reached a general agreement to ensure the continuing unity and glory of the Catholic Church in the years to come.

The first priority shall be re-establishing a Papal state in the historic regions of Latium and Umbria, along with some portions of the Marches. Such a state will guarantee the independence of the Papacy in European affairs, free of the machinations of temporal rulers. This will, of course, include an international effort to rebuild the city of Rome.

As for the Papacy itself, re-establishing the unity of the Church following a period of rival claimants is of the utmost importance, particularly given the loss of a number of cardinals in the recent events in Rome and Avignon. A general conclave shall be held in the city of Assisi, in the Papal state, at the Papal Basilica of Saint Francis of Assisi — the highest church in the Papal state to remain relatively undamaged. We trust that the new Pope elected at this conclave shall command the support of Catholics across the world, and that God will guide the conclave in choosing the candidate best suited to the task of restoring the Church.

Statement from Stockholm Palace

His Majesty King Gustav is quite relieved to hear that His Majesty King Frederick William was unharmed in the recent attempt on his life and would like to offer Scandinavia's services in the investigation into the heinous plot.

The King is also most disheartened by the recent tensions between his friends and allies in Berlin and Copenhagen and urges calm and restraint for all parties involved in the matter. Negotiations are yet underway to resolve the crisis peacefully, and any rash actions may contribute to the outbreak of general war in Europe.

His Majesty would also like to remind the Prussian government that Denmark is a sovereign state, and as such they are entitled to leave the German League freely. Any attempt to infringe on Danish territorial integrity within Europe will not be tolerated by the Kingdom of Scandinavia and will warrant a firm Scandinavian response in line with her obligations outlined in the Treaty of Copenhagen.

The King has no doubt that the Danish question can be resolved diplomatically and looks forward to further negotiations in 1788.

The King of France confirms this. After negotiations with the other catholic realms, it has been decided by mutual accord to respect the principle of  jus exclusivae so any monarchs and executive leader of the catholic realms would be able to veto the nomination of the Pope so that a consensus pope would be elected, reuniting for good the catholic church.

WAR IN EUROPE!
AUSTRIA, RUSSIA ATTACK PRUSSIA, OTTOMANS, AND GERMAN LEAGUE
Western Theater
     Prussia proved to be noncommittal about the Austrian ultimatum, treating the demands as an insult as they readied for yet another round of war. Frederick William himself prepared a defense while the German League, at least the loyal members of the body, universally agreed to back Prussia. It seemed for the time being that the issue of Denmark would be set aside in yet another round of great power conflict. This war was the sixth time Austria and Prussia have fought since 1740, many praying that it would be the last.
     Austrian forces smashed north without a formal declaration of war in late summer, arguing that ‘regicide’ was justification enough. Attempting to move against Berlin, the Habsburg soldiers quickly captured Dresden and entered Brandenburg before the first major resistance emerged. The “King of Saxony”, Frederick Augustus, was captured along with his capitol. Indeed, many Austrian commanders were hopeful these early successes would lead to a quick victory.
     The Prussians gathered their forces at Berlin and moved south against the Austrians. Emptying some of his garrisons, Frederick William’s forces were able to form a near parity in numbers with the Austrians. At the ensuing Battle of Cottbus, thousands lost their lives. Fighting was so close that the general’s staff on either side refused to withdraw their men despite hours of engagement. The Prussians, led by the Duke of Brunswick and with the King in attendance ultimately carried the field, but in reality, the battle was a narrow stalemate. Only the cover of darkness and the homefield advantage ensured that the Austrians were forced to withdraw. Given the late start to the war in the year, each force then constructed winter quarters and have paused operations. It cannot be emphasized how high the casualty rate has been for both sides, the armies severely mauled by the Battle of Cottbus.
     A second Austrian army, a combined force of Swiss mercenaries and Bavarians, pushed out of Bavaria and north towards the minor Saxon states. Raiding and causing general confusion, part of the Kingdom of Saxony as well as smaller areas to its west have fallen. The exodus of the Austrian force from Bavaria would motivate others though.
     Charles Theodore still nursed his claim to Bavaria. Joining with the ruler of Ansbach and German principalities not currently on the front lines of the fighting, he led an army into Bavaria, scaring Joseph II and King Maximilian back to Vienna. Although much of the kingdom still remains in the hands of Austria, his arrival has reminded many that there is another path for Bavaria, one that is free of Habsburg domination. Notably absent was the Duke of Wurttemburg, who seems to have negotiated some sort of understanding with Vienna and has refused to send any soldiers into combat.
     Prussia and Austria would face off outside of Europe as well as the new war expanded. Being far stronger in Africa, the Austrian outpost at Delagoa Bay was quickly overwhelmed and annexed by the Prussians. On top of this, the former Sardinian colonies in Africa were also seized by the Prussians, eager to gain a monopoly on trade in the region. Prussian ships would also begin to camp near the Cape of Gibraltar, picking off occasional ships going to and from Austria. Though this alienated some other powers, the government in Berlin insists that they are the ones who were attacked.

Eastern Theater
     To the east, as was predicted, fighting would erupt as well. Emperor Paul remained loyal to his brother-in-law and was determined extract further concessions from Istanbul. The Ottomans, though, were waiting, having spent the last half decade preparing for the war that erupted in 1787.
     Yet, the first shots would not be fired in a battle between Russians and Ottomans, but rather Russians and Georgians. After his disloyalty, Emperor Paul determined that David X of Georgia could not be relied upon. Arresting and deposing the King with little difficulty, quickly whisking him off to Russian imprisonment, the Tsar announced that he would be assuming the title “King of Georgia”. Directly annexing the territory, there was blowback in Tblisi over the loss of local autonomy. While several days of riots and street battles were easily put down, it was clear to many that Georgia was likely just one step in a much larger plan Russia had for the region.
     A massive Russian force would attempt to repeat its success in the previous war by launching an invasion of the Crimean Peninsula. Yet, although minimal progress would be made under General Suvorov, it came at a heavy cost. The Ottomans had been preparing new fortifications, improved defensive arrangements, and booby traps throughout the confined area. Former Crimean horsemen raided the supply lines to the mainland once it was clear the Russians were moving against Sebastopol. Although their numbers were not enough to totally shut off the supply line, it has made communication and re-ammunition far more difficult. The Russian gains in Crimea have been minimal, the Ottoman lines holding as mobilization is ordered throughout the Sublime Porte.
     A second Russian venture in Azerbaijan would have more success, but would also not be the decisive win that Emperor Paul was seeking. Hoping to get the area under their control before Ottoman rule was firmly established, a Russian army pushed south and cut off the Ottomans from the Caspian Sea. This region lacks clear infrastructure though, and the locals are extremely hostile to Russian intervention, especially after the fate of Georgia. There have been attacks in the mountains and explosives detonated on the roads. Most of the land annexed from Persia in Azerbaijan has been firmly established as Ottoman territory, while the Russians will have a lot of heavy lifting to do if their gains are to be protected, let alone expanded.
     
Death of Frederick William II
     The assassination attempt, Austrian accusations, and stress of the war would be quite a bit for Frederick William II to take. Already not the healthiest of men, the King suffered a terrible heart attack shortly following the narrow victory at the Battle of Cottbus. His death left his Kingdom without an experienced hand to guide the wheel of state during an extremely difficult time.  Luckily, his son and heir was present for the sudden death of his father, thus avoiding the issue that had plagued the Austrians in the War of the Grand Coalitions when Empress Maria Theresa died while Joseph II was in custody.
      The Crown Prince quickly became King Frederick William III, coronated hastily in a Berlin ceremony. At just 17, many were naturally concerned about his ability to govern during such a crisis. Yet, showing judgement well beyond his years, the new Prussian monarch has seemed up to the task. His first move was to limit the extravagance of Court, especially in such a time of great unease. Many of his father’s favorites were dismissed as reassuring messages were sent to the other states in the German League.
     Frederick William III’s second action has been to publicly call for treaty negotiations and an end to the new conflict. Arguing that the frequent wars between Austria and Prussia have been a waste of manpower for both sides and pledging good faith in the investigation of Prussian involvement in the investigation of Maria Josepha’s murder, Frederick William has laid down the gauntlet. It will be up to the Austrians to either accept or deny the new King’s request, though many do think it is reasonable. He has personally appealed to Joseph II for understanding, reminding the Emperor of his situation during the Prussian invasion of Austria under Frederick William’s great-uncle Frederick II.
     
Austria Intervenes in Venice
Reformist Faction Defiant in the Face of Habsburg Soldiers
     With Venice in a state of civil war, and Italy largely subdued, Emperor Joseph decided to involve himself in Venetian politics. Attempting to restore order and offering to mediate in the civil war, two Austrian armies entered the territory of the Republic. Vowing to create a new government for Venice, one structured with a bicameral legislature, the only payment Joseph II requested was slight land concessions on the border.
     The conservative faction was largely assuaged by the Austrian proposal of an upper house, one they believed would be dominated by their interests. Loredan laid down his arms, agreeing to Austrian intervention. Many Venetian conservatives would join him, hoping to use their mild surrender as a chance to extract further concessions against their opponents. Furthermore, it was their impression that Austrian aid would be the only realistic way for the Republic of Illyria to be reconquered.
     Renier’s reformist faction, on the other hand, was infuriated. Habsburg intervention was a violation of Venice’s sovereignty. Thousands rallied to his cause and abandoned that of Loredan with news of the invasion. No outright battle has yet been fought, but the Renier faction has united Venezia and most citizens support him over the turncoats. Austria will have some heavy lifting to do if the Republic is ultimately to be brought to heel.
     Thus, Venice’s civil war has turned into an international conflict with the involvement of Austria and the agreement of the Loredan faction to Austrian “mediation”. Although they do not fight with nearly the same level of fervor as the Sardinians did, Venetian reformists remain infuriated and have slowed the Habsburg advance with lengthy sieges.

William of the Netherlands Ousted!
Son Agrees to Constitutional Monarchy, Cedes Broad Powers
     1787 was a difficult year for the Netherlands. After the loss of Guyana in 1786, the expulsion from Japan was just more salt on the wound. Though William I had avoided total economic chaos by gaining part of Saint Domingue for the Netherlands, it could not entirely restore his popularity. As reports of Republican plotting spread, the King demanded that any show of resistance be met with an extremely high level of force. Several small protests were broken up with street beatings and even reports of execution. There were several indications the Republicans were receiving foreign aid. The presence of several former inhabitants of Dutch Guyana on the streets, spouting republican talking points was particularly of note.
    Needless to say, the Dutch people would take matters into their own hands. First, there were reports of vigilante justice against commanders who had sanctioned the beating or murder of republicans, several being found dead over the span of weeks. Then, protests throughout the Kingdom ramped up once more, reminding many observers of those that presaged the chaos decades ago. Continued attempts by the government to crack down grew more and more ineffective, with thousands marching against King William I. Rather than calling for a restoration of the United Provinces, now viewed by many as a weak, archaic, and cumbersome system, the resistance couched its grievances as a call for a constitution. Indeed, this was a cause many could rally behind.
    It seemed at first as though the King would weather the storm. As the crisis continued, it was clear after several weeks this would not be the case. Attempts to stamp out resistance only increased sympathy for the rebels. The final nail in the coffin of his government would be the private negotiations of his son with the rebels. Prince William agreed to grant a constitution should he take the throne on the condition that his father be unharmed and allowed to retire in peace. The rebels, not wanting to become an international pariah state along the lines of Sardinia or Poland during their revolutions, agreed.
     Under the cover of darkness in early Autumn Prince William formally commanded the Palace Guard to take his father into custody. There were several moments of uncertainty before they ultimately sided with the Prince against the King. Many claimed that the decisive moment was when Queen Louisa vocally defended her son’s actions, having been in an unhappy marriage for years.
     At the mere age of 40, William I of the Netherlands has been forced into a retirement. His reign saw much chaos for his Kingdom. Starting out as the Stadholder of the United Provinces, his government was initially dominated by his mother, Princess Anne of Hanover. Upon her mysterious death, assumed to be poisoning, William’s grandmother Marie Louise of Hesse-Kassel took control. Her regency was interrupted by the brief Republic of the Netherlands, which was quickly crushed by British and Prussian aid. William was then restored as King of the Netherlands, ultimately assuming power for himself at the age of seventeen following the death of his grandmother. Yet, throughout the early portion of his reign, the new King would appear uncertain. It was only by the 1780s he really seems to have adjusted to being ruler. Yet, as we have seen, this has been cut short. He now sits confined to his chambers in Amsterdam, his realm moving forward without him.
     Taking the name King William II of the Netherlands, the young new monarch has been true to his word. His mother, a supporter of constitutional monarchism along the lines of the system in Britain, has emerged as the dominant figure at Court. Under her guidance a new “Staats General” has been established. The body will be led by a Prime Minister than will assume all the major day-to-day operations of the state and become the head of government. It appears the days of absolute monarchism in the Netherlands are at an end. Prime Ministers will now be the primary representatives of the government, the monarchy even more symbolic than in Great Britain, where George III still maintains broad prerogatives despite limits on his power.

Future of Persia
     Exactly what the future of Persia would look like moving forward seems to have been presaged by the peace with Prussia and the Ottomans and then confirmed by the actions of the remaining Austrians. This once-proud empire has been forced to make numerous concessions to foreign realms. The Habsburg soldiers quickly moved against the restored Afsharids and forced the Shah, who had not yet firmly established himself, to agree to cede Queshm to Austria. Though this had been ordered by Ismail III, no implementation had occurred until now. Thus, since the fall of the Safavids, Persia has lost land to the Durrani, Ottomans, Prussians, Austrians, and Scandinavians. Needless to say, the situation looks rather hopeless for many.
     Austrian soldiers also decided to abandon Karachi, promising to return the city to the Durrani in exchange for free passage to the Prussian concessions in Persia. As the handover to Prussia was recent, the meager garrisons were caught off-guard and surrendered, meaning any Prussian gains now are in the hand of the Austrians.

     The White Lotus rebels would face their first major defeat in 1787, with a massive show of force from the Qing soldiers. Pushing into Sichuan itself, the locals have been brutally suppressed and forced to surrender throughout that region, Chengdu (the original capitol of the rebellion) coming back under Imperial control. Although the cost has been high in manpower for both sides, the fact that the rebels have fled to the east was viewed by many as a positive development. Even with the rising of several other areas in favor of the rebels, the movement remains confined to the south and shows little signs at present of spreading to Northern China, especially with the recent defeat at Chengdu. Even so, thousands remain up in arms. The situation is not assured yet and there remains great resentment of the Qing opening of China.
     In Korea, the news would be far less rosy. When it became clear that the occupying Chinese were going to actively engage in a ‘Sinicization’ of that region, the locals rose up once more. Cutting supply lines, slaughtering stragglers, and making life difficult for the occupiers, the Qing have sustained heavy losses in this theater. One army has fled north, looking for a better way to keep its men fed, while the other has been surrounded by the combined rebel and Joseon force. The rulers of Korea have celebrated this as a great victory, though many also point out that it only served to prolong the war that has cost so many lives. Even so, it seems the Korean people will have none of Beijing’s attempts to Sinicize them.

Western Confederacy Destroys British Forts on Mississippi As Fighting Begins
    The governments of Britain and Quebec would reach a quick agreement on the issue of the Western Confederacy. It was determined by these two realms that the natives would have to be defeated and divided in order to ensure stability in the region. Yet, this has been easier said than done. The area where operations have been conducted lacks the infrastructure many of the British soldiers are used to, while the Quebecois are forced to move long distances before engaging the enemy. In any case, the war would erupt in the spring and continue throughout the year, the natives furious about the unannounced attack of the two powers.
    A British force moved west from the Fifteen Colonies, slowly and deliberately moving north to Detroit. Although resistance was notable, no major engagements took place. The natives focused instead on raiding supplies, launching expeditions into Transylvania, and coordinating their efforts. While the British have made modest gains, it was not the decisive victory many in London were hoping for.
    British forces further in the interior would have a far more difficult time. A series of sparsely garrisoned forts along the Mississippi River were easily overwhelmed and the British garrisons either slaughtered or sold into captivity. There are concerning reports that some of the tribes have had access to both artillery and guns. Considering the fact that both Quebec and Britain are at war with them, Louisiana and Spain are the only to governments that could have done this, if this is in fact occurring. Whatever the case, British bases along the Mississippi have been wiped out and communication from that area has ceased.
     Quebec would have better luck. Sending an army of 10,000 out of the upper peninsula of Michigan, the natives here were less prepared for an assault. Quebecois generals have established a series of forts along the northern bank of Lake Superior, with their holdings increasing in the region. Even so, with such a sparse population inhabiting the area, the tide of war could turn at a moment’s notice.

Conclave of 1787
Peace in Italy?
    Catholics throughout Europe would breathe a sigh of relief as the various powers agreed to a conclave held in Assisi rather than perpetuating the schism. Representatives from Austria, Poland, France, Spain, Naples, and minor Italian realms were all present. Naturally, it would take several rounds before a Pope was chosen, many of the would-be contenders having perished or been discredited by their involvement in the events of the past few years.
    Francesco Saverio de Zelada, Cardinal-Priest of S. Martino ai Monti, was ultimately elected on the eight ballot. Born in Rome, he assuaged the concerns of the Italian faction. As his family was originally from Spain, this pleased that sizeable bloc of cardinals. Most important to many though, was the general lack of fervor among the new Pope. Zelada, not known for his piety, seems to be a clear-eyed realist and much more predictable than the uncertain prior popes. He is basically a known quantity and, at the age of 71, considered by many to be a placeholder Pope until the various Church factions have time to adjust to the new situation. He has taken the name Leo XII.
    Considering the situation of Rome, where rubble is still being picked up and rebuilding has not even yet begun, Leo XII has decided to remain at Assisi. His first move was to issue blessings to the Holy Roman Emperor, King of France, King of Spain, King of Portugal, President of Portugal, and all the new minor Italian princes established by the Second Treaty of Versailles.
    Italy as a whole has reacted positively to the development, many hoping the new papacy will signal a new era of peace in the region. As to the imposition of new governments, that was viewed less positively. It was quite a shift for many Sardinians, to go from a Catholic Republic to an Italy where monarchism has been restored and the Republic divided back between various elites. Benedetto was initially booed during his arrival in Sardinia-Piedmont, though the situation there seems to have calmed down. Despite outrage at the extradition of former officials to France, locals are too intimidated by the presence of nearby Austrians and French soldiers.
    A reminder that Catholic Republicanism was not entirely dead came just weeks later. After a year of inactivity, King Charles IV ordered operations to resume against the remnant of the Holy People’s Republic on Sardinia as well as the Republic of Corsica. Spanish soldiers would have some success on Corsica, pushing the local resistance back to the hills, but the gains in Sardinia itself would be far less than had been hoped. The Republicans remain a potent force here, the most fervent supporters having fled to the island following the death of Verri.

Britain, Scandinavia Negotiate Vast New World Claims
    Amid all the conflicts across the globe, one development overlooked but of great importance was the decision of Scandinavia and Great Britain to formally establish claims to the far north of the continent. Great Britain, while surrendering any pretensions to Nunavut, has claimed millions of square miles of new land for King George III. While the prospect of settling or even exploring these regions does not seem feasible at the moment, if left unchallenged, this could give them a permanent presence to the north. Some in Russia and Spain have begun to pressure their governments, both with their own overlapping claims against Britain, to expand their own colonial pretensions and lay claim to more of the continent.
    Scandinavia meanwhile, seems to have secured control of the northern portion of the continent and numerous islands north of Hudson Bay. They and Russia seem to be the two powers that will hold sway over the frigid Arctic to the north, though it is unlikely either will be able to enforce their presence for quite some time.
     The place where the agreement between Britain and Scandinavia was met with the least enthusiasm was Quebec. Many Quebecois had been hopeful that the Kingdom of Great Britain would sell their territory on Hudson Bay. This deal seems to shut down this possibility, as the Bay will be even more important for governing these vast tracts of land. Some in Montreal have urged the Vaudreuil government to issue claims in the region as well, joining the other major players in the standoff to control the western half of North America. Others have taken matters into their own hands. British authorities in the sparsely inhabited Hudson Bay colony have noticed an influx of Quebecois settlers, who refuse to obey British law and have offered armed resistance at several points. They seem determined to infiltrate by force what they cannot purchase. Whatever the case, given the cooperation between Quebec and Britain against the natives, some wonder if it is truly the best time to be stoking tensions further.

A New Charter For France
Louis XVI Enacts Broad Reforms
     Seeing events on his borders, and seeking to get in front of any effort to reform the French government, King Louis XVI announced a broad, sweeping set of reforms aimed at undermining the idea that the French government was unrepresentative of the nation. “The Constitutional Charter of the French” has been promulgated, with a wide variety of new government systems enacted.
    First, and most importantly, has been the creation of a tricameral legislature. Modelling the body off of the old Estates General, there is one chamber for each estate. The “Gregory Chamber” (named in honor of the slain pontiff) will consist of members of the clergy appointed to the body by the King. The “Chamber of Peers” is the seat of the hereditary nobility. The “Chamber of Deputies”, consisting of the commons, will be the only one with elections held. The King though is able to make appointments of 5% of the representatives who shall serve life terms.
    There are a wide variety of other proposals that have been put forth too. The Charter claims the King of France is the “protector of all French-speakers”, extending some sort of semi-authority over the independent Kingdoms of Quebec and Louisiana, perhaps demonstrated by his negotiation of peace between the Louisianans and Spanish. Louis XVI decreed the creation of a national guard, negotiated a broad series of rights, and enacted procedures for future plebiscites.
    While many in the middle have praised these policies, and conservatives are happy for the check on the power of the commons, the group the King was most likely trying to appease, the reformists, have been nonplussed. “Why should the King grant what is ours by right?” one publication has asked, pointing out that privileges such as freedom to publish and right to property (both established in the charter) are inalienable and ought not be handed down by a crowned head. Others have pointed out that any sort of right to self-governance has been undercut by the addition of the two upper houses, allowing for a bunch of unelected nobles and clergy to overrule any decisions made by elected representatives of the people of France.
    Whatever the case, most French have been pleased by the development. Louis XVI seems to have prevented any more debacles akin to those which divided his realm several years ago, at least for the time being. As the system begins to operate, the opinion of the French people may change, especially if the new government does anything controversial.

Russian Empire:
-Your brave soldiers have launched themselves against the Ottomans, eager to teach the Sultan a lesson. Yet, your advance into Crimea has not been as easy as during the last war, the Turks clearly using the peace to bolster their defenses. Meanwhile, in Azerbaijan the locals have begun to attack your men as well, seeking to halt their advance without being brave enough to stand and face them in the field. Supply lines are assaulted, communication interrupted, and the process of conducting war made difficult. How will you continue your plans in 1788? What must Russia do to ensure victory?

-Your mother’s former favorite, Grigory Potemkin, has begun to be more vocal about his opposition to some of your policies. Once a key advisor at Court and a man with concrete power, in the years since you deposed your mother he has been relegated to the sidelines, largely ignored by you and your new regime. There are fears that Potemkin’s reappearance, and his calls for reform, could indicate that he is at the head of a faction opposed to your rule and still loyal to your late mother. Some believe he should be brutally dealt with, serving as a reminder of the strength of the Tsar. Others see in him a man with valuable experience that could be an asset to your government. Will you try and bring him into the fold, even if his loyalty is not certain? How will you react to these quiet but solid efforts to undermine your policies?

-Britain and Scandinavia have both expanded their claims to lands in North America. In particular, Britain now claims vast areas of the continent that, if secured, would ensure their dominance in the region. Some in Russia are calling on you to expand Russia’s claims as well, perhaps as far south as the existing British claim on the Pacific and as far east as their current British-Scandinavian line in the far north. There is also a sentiment in favor of establishing either forts or settlements further along the coast. Will you expand Russia’s position in North America or should your government focus elsewhere, with war against the Ottomans demanding your full attention.

Archduchy of Austria:
-You are at war with Prussia, again. Yet, unlike in the past few conflicts, this time war is being conducted on Prussian soil. Many of your generals see your realm as operating from a position of strength and urge you to continue the conflict, hoping to break Hohenzollern power in the north for a generation. Your diplomats though, would prefer for you to accept Frederick William III’s offer of a “just peace” (though what the young King means by this phrase has never truly been established). Will you continue to fight? What are Austrian plans for this new war?

-Your son and heir King Maximilian of Bavaria is now 17 years old. Even with the onset of conflict, there are some at Court who believe you ought to end your regency, declare him of age, and formally allow him to begin ruling in Munich. Even with Charles Theodore’s raids into the Kingdom, it would be feasible for your son to govern in his realm. Others believe that this matter, however important, must be sidelined until the war is over and stability restored. They point out the dangers of an inexperienced monarch at a point when victory is not yet assured. Will you step aside as regent or seek to expand your rule. Your son seems largely ambivalent about the prospect and has proposed limited independence whereby he is declared of age but remains at Court, though his could alienate his Bavarian subjects. What will you decide?

-With your victory in Italy, there are some wondering if you should use this political situation as a chance to reestablish Imperial control over the minor Italian leaders. Although technically long a part of the Empire, Italy has largely been independent for the past century. Of the new rulers, some have expressed an interest in the protection Imperial membership could bring, especially with the French establishment of two protectorates on the peninsula. Benedetto of Savoy, having enjoyed the refuge of your court, and the nephew of the Duke of Wurttemberg, grateful for your aid in his selection, have been particularly vocal. Others fear reasserting Imperial claims could alienate the French and Spanish at a time when you cannot afford to lose friends. What will you decide?

Kingdom of France:
-Italy has been largely stabilized only for the rest of Europe to erupt back into war. Your treaty-making skills may have secured a peace between Austria and Prussia in the past, but in hindsight it seems more and more like it was merely a ceasefire. You must consider your position very carefully. As the largest power on the continent militarily and economically, French aid to either side would tilt the balance. Some retain an affinity for Austria, especially given your cooperation in restoring the Papacy to Italy, and would have you assist them in their fight. Others, remembering the long history of Habsburg-French rivalry, would instead have you aid the Prussians and Ottomans. Or perhaps completely neutrality should be maintained. No matter what, as one of the leaders in Europe, many subjects look to you for your opinion on the new Austro-Prussian War.

-Your bold reform package has been issued and now you must consider the upcoming elections. With only the lowest house, the one consisting of the general population, having elected representatives, some are wondering the extent to which the Crown should get involved in the campaign. Some advisors, not content with your influence with either the clergy or nobility, would have you personally recruit and favor candidates behind the scenes. Others believe that, given you have power over the rest of the government, this body should serve as a genuine outlet for the will of the voters. Even with that, you must consider if everyone should be allowed to run or of only people with certain viewpoints can contest the seats. Whatever the case, how will you approach this unprecedented event in French history?

-The events in the Netherlands, coming on the heels of the Great Italian War, have disconcerted a wide variety of conservatives in France. Your realm has often gotten involved in the politics of that nation, invading twice during the periods around the Wars of the Grand Coalitions. While King William I may not have been a staunch French ally, he was a fairly stable ruler and made little effort to regain the provinces lost during his minority. There is no telling what a government of elected officials will do. Some in Paris believe that you should be active in involving yourself in the situation, fearing for the stability of your Flemish areas. Furthermore, they believe that colonial gains could be made against the Netherlands, just as Frederick II of Prussia seized the Cape Colony when he overthrew the Republicans. Or perhaps it is best to recognize the new government and move on, maintaining a degree of stability in the region. How will you respond to events to your north?

Kingdom of Great Britain:
-The events on the Continent are most concerning, King George. Great Britain and Prussia signed a pact of mutual defense several years ago, the deal brokered between yourself and the late King Frederick William II. Needless to say, with the Austrian invasion there are many in London calling for you to honor your obligation and get involved in the conflict. Others have urged a more cautious course of action, pointing out the increased tensions with Spain, fighting against the Indians, and destabilization of the Netherlands. Will you expand the Austro-Prussian War or break your word in order to focus on the best course of action for Britain?

-Benjamin Franklin, the appointed Minister of the Fifteen Colonies is ailing and has requested the right to retire. His tenure has been stable only by virtue of his general popularity in the colonies. Largely unable to do his job the past year though, a variety of colonial disputes have come to the attention of Parliament. The first is a series of intense land disputes between the colony of New Hampshire and New York. Both claim the mountainous region between their two borders and have issued competing grants of land. Needless to say, the situation that has been unstable for years only continues to grow worse and both colonial governments look to you for a decision. The matter of expanded colonial representation in Parliament also remains a major issue, though MPs from Scotland and Ireland have been seeking to block it every chance they get. This, though, has only caused support for the idea of a separate American Parliament to grow in Boston, Philadelphia, and New York. Finally, with the Indian War raging on the frontier the colony of Transylvania has requested that its borders be expanded with the capture of new lands, though other colonial governments call this unfair and believe either they should be granted land or new colonies established. How will you handle this headache of a situation? Will you replace Franklin or should the position of Minister of the Fifteen Colonies be abolished?

-Britain has a vast empire, there is no doubt about it. Yet, this extreme size also comes with consequences. The isolation of distant Australia from the rest of the realm has ensured that your ships going to and from the colony must resupply in Prussian, Dutch, and Portuguese ports. When you had possessions in India this was manageable, but since then this has not generally been the case. This means trade goods are taxed and free movement is not ensured, especially if your diplomatic relations with any one of these powers were to sour. Some in London believe that Britain should assert itself in Africa just as the Prussians, Sardinians, and Scandinavians have begun to do. By establishing a port colony, general security of trade could be ensured. Others believe the system is fine at present, pointing out establishing a whole new colony is far more expensive than adhering to certain foreign trade restrictions, at least in the short-term. Will you expand British influence in Africa? Or are these colonial boondoggles precisely what must be avoided?

Kingdom of Scandinavia:
-The outbreak of war between Austria and Prussia seems to have been a fortunate development, completely distracting both the German League and the King of Prussia from the Schleswig-Holstein issue. Now the question is what should be done next? Denmark sits technically independent, yet under Swedish protection. Will you demand Prussia immediately recognize their independence? Perhaps you should get involved in the war to ensure that you have a seat at the table moving forward? There are certainly some who dream of a Swedish Pomerania once more, remembering the golden age of Gustav Adolf. Others are reluctant to cooperate with the centralizing, Catholic Emperor and believe the Prussians should not be underestimated. This faction believes you should stay out of Frederick William III’s struggle and instead capitalize on the Russian distraction with their war against the Ottomans, pointing out that Paul will likely seek to secure the Baltic after the Black Sea is his. The Germans in Denmark must be remembered too. Despite the presence of soldiers, there has been notable levels of unrest in Schleswig-Holstein, likely due to German propaganda. How will this be handled?

-Your decision to allow the slave trade has established a booming industry, though it is not without consequences. Companies have taken advantage of the Prussian monopoly by offering lower prices in their attempt to reach new markets. Where they have been able to sell, money has been made. Yet, in Africa there has been backlash. At the Libreville settlement several Scandinavians have gone missing, likely murdered in retribution. Furthermore, in your realm some, including the Queen, have sought to highlight the immorality of slavery, arguing the once-pure Scandinavia now has blood on its hands. Will you continue the trade in the wake of such criticism? Furthermore, what is to be done about the missing colonists in Africa?

-With Denmark largely independent and Sweden stable, some at Court have urged you and the Danish Crown to pursue a joint policy of tariffs on goods flowing into and out of the Baltic Sea. The Danes used this in the past as a means of generating royal revenue in the past, it providing a sizeable source of wealth. Yet, since the Wars of the Grand Coalitions, the matter of tariffs has been largely ignored. With goods flowing to and from realms including Poland, Russia, Prussia, Britain, the Netherlands, and the various members of the German League, the genius of the plan is that none of the goods taxed are Scandinavian. Of course, instituting a tariff on Baltic trade, however easy to enforce, may not be the most popular option. Will you work with the King of Denmark to restore tariff duties on Baltic trade goods?

Kingdom of Spain:
-Corsica and Sardinia remain in rebellion, though the two Republics seem to be weakened by a series of Spanish gains over the past year. In order to speed up their collapse, some in Madrid have suggested you offer leniency to any citizen willing to lay down their arms and swear and oath of loyalty to yourself. Others point out that the fighting has already been so savage, with many Spanish soldiers being massacred, that kind treatment is not an option. Certainly, both islands are treating the Spanish intervention as a fight for survival. Whatever you decide, what actions will be taken to ensure these territories are brought under the rule of Madrid?

-The formal loss of Louisiana and Quebec, as was finalized with your two peace treaties, was a sad day for Spain, whatever you may have gained in Italy during the same period. The situation in traditional Spanish colonies has grown far more intense. With Brazil, Quebec, and Louisiana serving as examples, some in your New World territories have begun to intrigue on their own. A sizeable faction agitating for coequal status is emerging. They, at very least, want Spanish colonial ports opened up to trade outside of the Iberian Peninsula, thereby destroying the crown-insured monopolies that have dominated the economy in the Viceroyalties since almost the beginning. Others seek formal colonial assemblies and the demand that Viceroys be born in the regions they represent. Yet, there are also crown loyalists who urge you to ignore these radicals. How will you handle the uncertainty spreading everywhere from New Spain to La Plata?

-Britain and Scandinavia have issued broad claims to lands in North America. Given your existing claims on the Northwest of that continent, there are some arguing that you should expand your own demands in retaliation. Indeed, given the unexplored nature of much of the continent, there is little the British could do to undermine this at the moment. Perhaps it could be used as a chip at the bargaining table… Will you seek expanded claims? Should Spain pursue a treaty to resolve border disputes with both Russia and Britain? How will you guarantee that Spanish demands in North America are respected?

Ottoman Empire:
-The Ottoman Empire has been brutally attacked by the Russians, but the threat is nothing your realm has not faced before. Preparations to defend Crimea and Azerbaijan have paid off for the time being, but you must also begin to consider your military strategy in the new conflict. Will you focus on the east and Russians? What about Austria? Although you are allied to Prussia, and the Austrians are allied to the Russians, you two have not really engaged in hostilities thus far. Will you reach some sort of understanding with Vienna or should efforts be made to regain the Ottoman position in Hungary and Transylvania? How will the Russians be taught a lesson about attacking without a formal declaration of war?

-Your expansion along the east coast of the Arabian Peninsula has been a success. There was little to no local resistance and your presence in the Persian Gulf has greatly expanded. Some are now looking at the interior of the peninsula as the next logical location for Ottoman expansion, believing that the Empire’s security relies on either outright annexation or turning the locals into loyal vassals. Others argue that, as the region has caused you no trouble thus far, it is best to ignore it. Will you expand your presence in the interior? By arms if necessary? Or should the locals be left to their own devices while you deal with matters elsewhere?

-Sultan Abdul Hamid, you are no longer a young man and after decades on the throne the matter of the succession must be seriously considered. You possess two sons, but both are rather young. Mustafa is nine and Mahmud is three. Your late brother, and precedessor on the throne, had Selim as his son. Your nephew is old enough to rule in his own right, but noteworthy for his reformist tendencies. Naturally conservatives would prefer your eldest son with a brief regency over your reformist nephew. Ethnic minorities are more in favor of Selim, not to mention those in your government who view a potential regency in a time of war to be fatal. Will Selim be your heir or should one of your own sons succeed you?

Some are urging for a cautious approach to be adopted in order to establish secure supply lines and a new fort system. Hawks believe that you should get what you can while the going is good and push further south. Especially given Britain’s treaty with Scandinavia, some in the army are expressing a sense of urgency and want to grab as much native land as possible. What will you do?

-Quebecois settlers have begun to ignore the border with the British colony at Hudson Bay, claiming the available land and showing no signs of working with local British authorities. Instead, they show continued loyalty to Montreal and look to you for their protection. Naturally, the British have been furious about this infringement on their colony, but given its remoteness little has been done as of now. Some believe you should aid your fellow citizens that are only seeking to claim what is yours by right. Others in the government believe that it was their choice to violate laws and cross into British territory, therefore they should face the consequences. Given Britain’s expanded claims, there are a serious amount of support for the squatter amongst the general public. What will you do?

-With the land gained from the natives, a new debate has arisen in the National Assembly. Some, including King Henry, wish for the natives remaining on the land to be expelled and the territories be granted to settlers from your nation. Others believe that settlement should be held off until a later date, with the region not stable enough at the moment for growth. There is also the matter of compensating the tribes for the land. As it was seized under arms there are many who believe you ought not to do so. Others, with longer memories, point out that New France generally had better relations with the Natives because they were willing to deal with them honestly. In short, considering all these issues, what is to be done about administering all this land you have gained along Lake Superior and further inland?

Polish-Lithuanian Republic:
-Poland sits surrounded by warfare yet again. To the west, the Austrians have made inroads into Prussia and seriously threaten Berlin. To the east, the Ottomans and Russians have expended numerous resources for the Crimean Peninsula. Poland sits in the middle, potentially playing a crucial role, especially if it were to involve itself on either side of the conflict. Your generals, after years of peace, are itching for a fight while the bureaucrats are far warier. Which side will you listen to? Should Poland get involved or seek peace? Perhaps some money could be made by playing the role of a supplier, though this would deny you a seat at any negotiating table.

-Your government has been praised by many on the right and in the center of the political spectrum for the decision to welcome the old nobles back under the conditions they swear to uphold the values of the new republic. Yet, this has alienated some of your core supporters on the left, who see the nobles as having the blood of thousands of citizens on their hands. Not only did the nobles fight in the recent civil war, but they also sought to undermine the Republic in the very early stages of the revolution. There are reports of harassment against emigrants who have returned. Some have had their items stolen, rocks thrown through windows, and threatening letters in the mail. These are clearly from the republican faction. Will you crack down on this behavior and risk alienating one of your former bases of support? Or should it be allowed, perhaps to remind the former nobles of their place in society now that they no longer have privileges?

-Your intervention in order to ensure a united Catholic Europe was a success and has been praised throughout the Continent. Yet, it has also brought the issue of religion to the forefront within the republic. Your country is officially Catholic, as was specified in the new constitution, but the Polish-Lithuanian Commonwealth has long been a land of many faiths. Calvinists in the nobility, Orthodox Ruthenians, German Lutherans, and scattered Jewish communities are all present in the realm. The Catholic conservatives, in the ascendancy following the unification of the Church and Papal praise of your government, have begun to agitate against toleration of these other groups. At very least they demand that all these other religious institutions be taxed in order to guarantee that Catholicism’s preferred status has real benefits. Others argue that such intolerance flies in the face of everything the Republic stands for. Clearly religion will remain a controversial topic whatever you chose. How will you respond to these Catholic conservatives? Should their publications be quieted as some on the other side of the debate have argued?

Qing Dynasty:
-The White Lotus rebels have been weakened, though the war in Korea drags on for yet another year. Your attempt to encourage Chinese settlement there has provoked a backlash that is much higher than expected. Rather than creating a loyal base of Han who would support your move, it has enflamed the local Koreans. Now many subjects of the Joseon view the war as a matter of the survival of their people and culture. There are increased calls in the Forbidden City for peace to be made, but others are more reluctant and remind you of the vast amount of lives sacrificed in the campaign. Your own brother is among the dead. How will these wars be handled?

-Chinese colonies in Africa have been established and stabilized, two outposts now existing in the region. Some are urging you to use these as a place for excess population from the Middle Kingdom to settle, pointing out that the population of China has grown while the amount of land has not. Perhaps, they suggest, this could even replace efforts to settle Han Chinese in Manchuria. Others at Court argue that these outposts should be focused on trade, worried that outright colonization would alienate the locals. Regardless, your colonies are well-positioned to be crucial ports once the Suez Canal is finished. Will you invest in more or should Chinese money be put towards ending your current conflicts at home?

-Your opening to the outside world, even if only intended to deal with trade, has had some side-effects. There are reports of Jesuit missionaries sneaking into the Middle Kingdom and attempting to spread Catholicism, access to China having long been a dream of theirs. Indeed, a sizeable Catholic community seems to be growing in the southwest. This has advantages and disadvantages. While Chinese Catholics tend to be supportive of your efforts to open up the realm to the outside world, their presence also ensures that those in the White Lotus society have concrete evidence of foreign attempts to influence the realm. How will you handle this religious interference? You must keep in mind that Rome and the other Catholics in Europe will probably be watching this development closely, not to mention those of other faiths who could try to seek out converts of their own in your Empire…


Republic of Brazil:
-With the chaos in Amsterdam, it seems there is little chance of the House of Orange attacking Brazil anytime soon. The caretaker government has already sent out a request for a white peace, each side keeping the land they currently hold. Yet, some in Brazil believe the Dutch have not yet been sufficiently chastised and would have the war continue, aiming for colonial gains. Others see little point in fighting further, pointing out that most of these “gains” are distant from your republic. Will you make peace with the Netherlands? If so, what will your new foreign policy goals be? There is already a sizeable faction urging for Prussian Guyana to be given the same treatment as Dutch Guyana, recognizing the war raging in Europe. Others believe you should free your brethren throughout the continent. Or perhaps it is time for Brazil to look inwards and process all the great changes of the past half-decade?

-Your creation of a National Guard was praised by many in urban areas, who have been reminded of the very real threat foreign invasion can pose based on the attacks by Spain and the Netherlands since Brazil declared independence. In rural areas though, there has been clear reluctance. Not only does expanding the National Guard into these areas remove young men from vital economic tasks in the event of attack, but it disproportionately affects the rural poor, whose families could be left destitute if they are forced off to war. Wealthier individuals can either rely on their slaves to work during their absence or pay for a substitute. Will you change the requirements to make the National Guard more accommodating to the poor or should all men be expected to bear the burden of homeland defense? Perhaps a stipend for their enlistment would be helpful, though this could get expensive fast.

-Some in your government are urging your realm to adopt a consistent policy when it comes towards the further settlement of land. While Brazil is entirely under your control, most of the land is currently unsettled or too remote to even access due to the thick rainforests. Perhaps rather than letting anyone move out and establish their own claims, some order should be brought to the process. Certainly, this could help relations with the indigenous people, who have been known to strike back when their traditional lands are suddenly cut down, transformed into fields, or seized outright. Will you stem the expansion by forbidding it or should it be directed? Will the land be given for free or sold by the government? How will you balance your expanding population with the long-term efficiency of the nation?

Kingdom of Louisiana:
-Louisiana is free and finally has a King! The political developments of the past year were met with applause. Now that your realm is at peace and able to look outwards, what are your goals in foreign policy?

-France has proclaimed itself to be the protector of French-speakers throughout the globe. Your realm, which has so recently fought for its independence, is a French-speaking area and some view this as vaguely worrying. Will you embrace the French declaration of protection or renounce it and reassert your separation from the Old World?

-Your nation is too small at the moment to be an economic center, but some hope to see trade develop moving forward, especially if you are able to corner the market of some sort of good. Certainly, sitting at the mouth of the Mississippi has to be advantageous in some way. How will you improve the economic standing of your realm? Will you negotiate trade? Tax British goods on the Mississippi? Should you bind your economy to one of the very strong powers?

Tokugawa Shogunate:
-Young Tokugawa Ieron, you have come to power at a mere fourteen years of age and there are many that would see your government destroyed. It is up to you to keep order and stability within Japan on behalf of the Emperor. The current major issue in your island realm is that of opium. It has become clear that the Dutch were seeking to get people hooked on the drug and, despite the expulsion of the wretched foreigners, the addictions remain. There are organized criminal bands that consistently sneak in illegal shipments from boats waiting offshore under the cover of darkness. How will the Opium Crisis be handled? What is to be done with those hooked on the drug? What about those spreading it for a profit?

-With the Dutch no longer at Nagasaki, serious considerations must be made about the future of Japanese trade. First the Portuguese traded with your realm and attempted to pollute it with Catholicism. After them came the Dutch, who have now tried to get Japanese hooked on opium. There is little trust for westerners, but trade is also very important. Should one other European power be given access to your markets in a limited fashion or have they all been clearly to shown to act in bad faith? Is Japan better off alone and outside the international squabbles?

-Japan does have limited trade with both China and Korea. Although foreigners are not permitted in your country, there are reports of a great war between the Qing and Joseon for control over Korea. This has concerned some advisors, who fear Qing dominance could cause the Chinese to look towards Japan next. Others believe that, just as you expelled the Mongols, so too could the Qing be easily defeated if you were attacked. Will you get further involved in this nearby crisis? The ruler of Korea has requested you cease trade with China and provide him with material aid. Will you do so?

Republic of Venice:
-Austria has insulted you by intervening in your internal affairs in order to reach some sort of “compromise”. To you and your supporters, their motives are suspicious and their proposal of a tiered government is seen as ensuring that the nobles and conservatives are able to put a lid on further reforms indefinitely. Thus, you find yourself at war, patriots rallying to your side. Will you keep fighting the Austrians? If so, how will you ensure that Venice is preserved when it is currently surrounded by Habsburg lands? Perhaps Prussia or the Ottoman Empire could be allies, though there is a noted reluctance by some of your supporters to deal with Istanbul, given their recognition of the Illyrian Republic.

-You have declared yourself a reformist and been hailed as “president”. Yet, due to the fighting there has been little attempt to formulate your exact views on how the new Republic of Venice should take shape. Certainly among your supporters there is a disdain for the nobility and traditional elites of the Republic. How will the government be structured? Who gets to vote? Will you give yourself term limits or seek indefinite power? What will be done to ensure the Republic lasts another millennium?

-Venice was completely destroyed by the Sardinians, your historic capitol and namesake for your state put to the torch and gutted. Even with the dire situation with the Austrians, many are wondering what is to become of the former city? Will it be rebuilt, even if it lacks the former glory it once possessed? Indeed, most of the treasure was taken away while any attempt to restore the historic buildings would still mean they are replicas. Perhaps a whole new design could be employed? Others believe one of the other historic Italian cities in your possession could serve as a suitable capitol, such as Verona. Whatever you decide, it must be remembered that ordering Venice restored or built anew will not be cheap. Yet, perhaps it is a matter of pride. What is to be done?

For the second time in less than a decade, the self-proclaimed "Emperor" or Russia has broke the peace between our two realms by launching an unprovoked and undeclared war of aggression, violating the very treaty he himself signed mere years ago.

With his actions, Paul has essentially confessed to be nothing more than a criminal, guilty of murder, rape, pillage and treachery, and shall be treated as one.

The proud Ottoman people, Muslims, Christian and Jews, stood together in vanquishing the false Pope when he invaded the Holy Land, and will do so in face of the false Emperor.

Georgia

His Sacred and Imperial Majesty the Sultan doesn’t hold a grudge against the Kingdom of Georgia, which was essentially coerced to get involved in the attack by their bully neighbour from the north.

It ought to be noted that while Georgia was in defensive alliance with the Ottoman Empire, we’ve never interfered in their domestic affairs, not attempted to put our troops there, aside of requested advisors. Russians, on the other hand, occupies the country, deposes its rightful King and usurped his crown.

The Sultan hopes that once Russia is rightfully crushed and Georgia free, such mutually respectful relations can be restored.

Paul’s War on the Muslimdom

By starting this war, a self-proclaimed „Emperor” of Russia had rejected a peace treaty that, among other terms, required him to respect rights of the Russian Muslims. His Sacred and Imperial Majesty the Sultan only agreed to sign that treaty once said provision was included.

If the Ottoman Empire, their only real friend, is defeated, the Muslims of Russia will be at Paul and his goons' mercy. But shall they rise up to join the Caliph’s righteous fight, they shall win their right to determine their own future once Russia is on its knees, begging for truce. The Caliph pledges not to make any sort of peace without this condition.

No transport of goods or supplies that might be destined for Russia shall be allowed to pass through the Ottoman lands and territorial waters. If any ship or caravan would attempt to violate the ban, it shall be treated as an enemy and dealt with accordingly.


Any country that would directly or indirectly give any aid to Russia at the time it is at war against the Sultan shall be permanently banned, now and in the future, from using any Ottoman-controlled land and sea routes in the future, including the Turkish Straits, Suez, Bab-el-Mandeb or the Straits of Malacca, unless a proper resitutution is made.

The King of France is deeply saddened to see that war has happened for like the 6th time between these two realms and hopes that peace will be signed quickly.
