Colin Powell runs for the GOP nomination in 1996 and secures it with relative ease, relying on post-Persian Gulf War popularity.

President Clinton is running for re-election.

Who wins, and why?

Bill wins. Buchanan will likely run third party in this scenario because Powell is Pro Choice, Perot might still be a factor, and there are a lot of racists in the deep south that won't vote for a black man, so Bill may very well eek out wins in the deep south.

By the way, I set the color for the Buchanan states to “6”, so why are they white instead of purple?
