For the first time that myself - or any FM for that manner has used this power. Today, I award former Lincoln senator and more recently Fremont speaker Scott as a "Guardian". Scott worked across party lines help pass serious health care reform known as AtlasCare under the DFW administration that affected not only Fremont but the entire nation. As speaker, he wrote many of the bills in the 7th session, including one to permit free in state college and to establish a national bank, both of which passes easily and those that I signed into law. He wasn't very partisan and his relationship with myself and the body was excellent and managed to stay away from the daily political drama.
