Harding easily. One of the most corrupt and unscrupulous men to ever hold the office of the president. Those who are saying the Bush-43 is the worst really are complete idiots especially the one who gave the meek defence that just because Harding signed the Washington Naval Treaty of 1922 that he is somehow exempt from the stupidites, corruption, and scandel of the rest of his presidency.
