CA-39's Democratic base is largely Hispanic and located in Hacienda Heights. Cisneros is the leading Democrat in the polls. Does he make the runoff?

It would be odd to see him fail to make the runoff when he would likely have a base in Hacienda Heights, the district's key Democratic stronghold.

It's not obvious. Democrats are running more candidates (mostly carpetbaggers). Republicans have two frontrunners who live in the district (two polls show Kim and Huff in the top two). Thorburn could also make the runoff instead of Cisneros despite running in a district with its Democratic base in largely Hispanic LA County communities.
