Yes, Oakland County, Michigan has not voted for a Republican presidential candidate since 1992.

Oakland County, Mich.
Voted For:
Clinton/Gore 1996
Gore/Lieberman 2000
Kerry/Edwards 2004
Obama/Biden 2008
Obama/Biden 2012
Clinton/Kaine 2016

Other than that, Oakland County still votes Republican at the statewide and local level. Yes, Oakland County is a classic suburban bastion of Detroit.

But why?

Oakland has substantial black population. Southfield was 87% Clinton, Pontiac was 82% Clinton.

Suburban, predominantly middle-class, home to a large hi-tech/engineering industry. Sounds like Metro Detroit equivalent of SoCal's Orange County or Metro Portland's Washington County.

Traditional voted to the right of the country/state, even as it voted for dems. 2016 I believe was the first time it had a D+PVI.

It's a county essentially founded on segregation.  As L. Brooks Patterson has said, repeatedly, he thinks Detroit should drop dead and that its well-being is completely unimportant to the well-being of Oakland County.  In his own words, "What we’re gonna do is turn Detroit into an Indian reservation, where we herd all the Indians into the city, build a fence around it, and then throw in the blankets and corn."  Detroit is associated with Democrats; thus, Oakland County votes for Republicans, who are best seen as protecting the county from the "undesirables" of Detroit.
