Does it happen during the election cycle or just during the Presidential term

If it happens during the general election cycle and the economy is doing reasonably well the Incumbent will win in a huge landslide(Probably 59-40 , 60-39)

Depends on how North Korea falls.

If it self-implodes, then the incumbent party might get a boost, but it might not survive the inevitable radical Juche terrorism that will soon follow.

If it fell because the President decided to send "freedom and democracy," expect a Bush and Iraq situation times 1000.
