You're image of "Europe" seems to be one that's come from watching far too much sh**tty films or television rather than actually experiencing it.

You still can do the former in much of Europe - and if you can't legally you can in practice in lots of the remainder since they are... lax in enforcing ID rules and the latter has never been true: at least any more than on most beaches in the world.

Eh, back in the day, if you went down to Genève Plage or the Bains des Paquis (both are pretty standard swimming pools/lakeside beaches) during the summer you would see a few women going around topless, but it was only ever a small minority and I've never seen anyone under the age of about 40 doing it. So not an especially exciting site all things considered.

But yeah, 16 is still the drinking age, which is sensible seeing as it kills off the "thrill" of underage drinking by the time you start to get interesting in trying it.
