uggg, how is this STILL an issue.  It was an issue after the FIRST Gulf War (hell, it's probably been an issue since we started "enlisting" dogs).  God damn we're bastards.  Give the dogs to their handlers, that should be the default.  How is it not?  Who the hell are we electing to run this place?  Funking ridiculous.
