I'm just wondering, are current school districts really the best suited to run preschools? I feel like Preschool is very different compared to elementary, middle, and high school, and I feel like we could get some inefficiencies if districts are now going to be forced to operate as this fourth, completely different level.

In addition, I feel like the "seamless transition" that comes from remaining in the same district is only really needed during elementary/middle/high school. And finally, since Preschool isn't mandatory and actually costs money, you may end up in a situation where rich parents can literally pay to ensure their kids will be in a better district because of carry-over enrollment from preschool.

Perhaps we could instead create a separate entity or set of entities to handle preschool?

Yes, a school district that deals will K-12 should also be extension deal with Pre-K. Given that every school district will have pre-school, I don't see the problem.
