What if Ross Perot had decided to run in 2000?  Who would have won and what would a map have looked like?  Personally, I don't think Ross gets more than 5%.

I doubt he'd get 5%, more like 2-3%.  He'd have a iminimal impact vote-wise, but because Florida was decided by 537 votes, he may have been able to swing that to Gore.  Really hard to say though.

I'd flip FL and NH to Gore... TN, WV would come down to the wire.

Perot's presence in the 2000 election would have definitely been enough to swing the election Gore's way. There's little doubt that Perot's support would only have been a fraction of what it had once been--I'd estimate his PV total at around 4%--but he still could have swung those tight states Gore's way. Hell, a light breeze could have sworn Florida Gore's way. The map would look very close to this:



EVs:
Gore/Leiberman - 296
Bush/Cheney - 242

Popular Vote:
Gore/Leiberman - 47.5%
Bush/Cheney - 45%
Perot/? - 4%
Nader/LaDuke - 2.5%

I think if anything, this scenario is being kind to Bush.

I doubt he would have  gotten significant support, as by that point he was pretty much regarded as a joke on himself. Perot's vote, in both 92 and 96, seemed to be largely anti-incumbent, and as there was no incumbent, I doubt he would have gotten more than  2-3% of the PV. He might very well have flipped FL, NH, or even NV to Gore though.
