Easy vote for Tennessee for me.  I imagine most of Atlas will vote for Vermont though.

Vermont, even though I'm a conservative, because I loved it there despite the politics.

Do the Great Lakes really count enough to make something not landlocked?

Have you ever been to the Great Lakes?  When you're sailing off the coast of Chicago on Lake Michigan or hiking in Door County, you certainly don't feel landlocked.  They're called "great" for a reason, it's not like you can see the other side, LOL.

However, I get your point, as many times people only use it for coasts to seas/oceans.

To visit?  Kentucky. To live, I guess I would pick Bennington Vermont. It's close enough to the glorious Hudson Valley, and the Albany airport.

I lived in Illinois for a time. (And sometimes, you can see across the lake.) They don't just seem like the ocean to me. Since that doesn't county (as I would have chosen Pennsylvania, Wisconsin, or Illinois), I guess I'll have to go with Vermont, which is still a really unappealing concept.

Yeah if states on the Great Lakes counted here I would have picked Pennsylvania. Illinois, Michigan and Ohio I think I'd quite like as well.

Are you permitted to enter Tennessee for some reason?

Well, you see... there was an incident with an escort a few years back, and charges may or may not have been pressed. but this is all water under the proverbial bridge.

Tennessee and Kentucky have the Mississippi river.

West Virginia has the Potomac river.
