Anyone saying MD is a place where moderate Republicans can win primaries is mistaken. Hogan has been tacking to the right since Trump was elected, probably to appease Trump voters who are upset that he did not support Trump.

Illinois.

You got a pro-choice republican moderate populist, Bruce Rauner, as governor in a solid blue state. The countryside is a sleeping giant that can overwhelm Chicago if the time comes.

I think after Trump, it's fair to say that any super wealthy (>= 100m N.W.) claiming to be a populist (or acting like one) is most definitely not until proven otherwise. I'm not really privy to all Rauner's hijinks, but he seems like a pretty standard business-oriented blue state Republican.

Pretty sure Rauner does not consider himself remotely populist.

You could argue West Virginia's GOP is quite moderate. (Just not in the Ileana Ros-Lehtinen way.)

A republican who wins by a wide margin (200,000+ votes), in a solid blue state, against a very corrupt opponent, as a complete outsider to the political system, who wins every county except for Cook (where Chicago is), who campaigned on the slogan "Shake up Springfield", is a populist by my standards.
I don't care if Bruce doesn't consider himself one.

But kind of in that way...  because the state still has closed primaries and WAY more registered Dems, most GOP primary voters actually are from more culturally moderate areas.  I remember one of our WV posters posting about that dynamic once.  If we were talking "Republicans and GOP leaders" or "people who vote Republican," that would be a different story.  However, this is about winning GOP primaries, no?

Your standards are bizarre then.  Any party out of power is going to campaign on "shaking things up."

Moderate Republicans of some stripe can win almost anywhere; however, the stereotypical moderate Republican is basically limited to blue states and upscale suburbs. The key to a more moderate resurgence to positively advocate for moderate policies while refusing to virtue signal that you don't like the Republican base. In other words don't run with the platform of "I'm a Republican but I'm not one of those Republicans".
