I don't think so. Perhaps he'll give it a try in 2028 or so (like Gingrich 2012 or Pataki 2016 lol), but I doubt he'd win. Normally 2016 should have been his chance. Romney would have endorsed him and he'd be close to Jeb in terms of fundraising. In hindsight he also would have been destroyed by Trump, but who saw Trump coming in January 2015? If I were Ryan in 2014/2015 I definitely would have run. He loves policy and running would have meant giving up the Ways and Means chair, but a decent shot at the presidency would have been worth it. In hindsight he made the right decision though.

Ryan is Speaker of the House btw, he basically is the second most powerful man in the US. By all accounts his political career has been incredibly succesful. Not everyone gets to be president.
