People breaking into a food store to get water and something to eat...  Good...

Breaking into the Jewelrey store too scope a Rolex... Bad...

If they guy walks out of the store with diapers, water and milk... give him a hand, if he's got 3 DVD players and an LCD monitor... shoot to kill....
