Well, that's what I mean about there being a balance between property freedom and the public good. These are two principles in conflict, and it's important to balance one against the other.
I believe that property rights cannot be restricted by taxation or eminent domain merely for the "public good," but for the protection of the fundamental rights themselves. I do not regard taxation for funding the police (for example) to be a violation of property rights; rather I see it as an indirect promotion and protection of those rights.
Hence, our notion of balance differs. I feel that the public good and the protection of individual rights are not mutually exclusive. I find that the latter leads to the former.
