Problem:
If the Kentucky Bend became its own County, it would instantly be the least populated County in the entire country.  It has 18 people in it.  Kalawao County, Hawaii is currently the least populated County in the country, at 88 people (nearly 5 times that of Kentucky Bend); but it is not an autonomous county.  The least populated autonomous county in the country is Loving County, Texas, at 113 people (just over 6 times that of Kentucky Bend).

It should then be merged with Lake County, TN, of course.

Richmond County, NY (Staten Island) with the Staten Island Expressway being the border.

Why? Isn't Richmond already the smallest of the five NYC counties?
