I see you've used runoff figures, while, as based on the American system, there's only one round of voting.

1989, assuming number of electors is the same:

Collor: 481
Brizola: 102
Lula: 11

Even though Lula narrowly edged out Brizola in terms of PV, he's getting only miserable 11 from DF.
