That doesn't read to me like a "pledge" though.  It's not really Shermanesque.  Here's the quote:

So she says she "plans" to serve a full term, but that's weak tea, because "plans" means it's provisional.  She's not really committing to anything.  Plans can change.  She was also asked about this just last week, and said that it's "premature to even consider 2020", which reads as "I'm thinking about running".  I don't think anything's changed in the past week.  It's just that she words her answers a little differently each time.  If she starts giving more forceful denials as we get later into the year, I'll pay attention to it, but this denial doesn't seem very convincing.

I remember the days of "Rubio and Cruz's Senate careers are done if they run in 2016" too.

No reason for Gillibrand not to pull a Rubio and miss some Senate time in order to run a possibly successful campaign.

The Hill lists all of the early primary state visits by the prospective (and in Delaney's case, not just prospective) 2020 Dem. presidential candidates:

Though, honestly, it's incomplete.  E.g., Tulsi Gabbard did an Iowa trip in 2017, and isn't listed.  Also, I think this only goes back to the 2016 GE, because Booker, Gillibrand, Klobuchar, and Warren all did several early primary state visits in the fall of 2016 to campaign for Clinton and/or other Dem. candidates.

Anyway, on their list of early state visits since the 2016 GE, Kander comes out ahead, followed by Delaney (already officially in the race), followed by O'Malley, followed by a tie between Bernie Sanders and Tim Ryan.

CPAC starts in two days but, as with last year, it's mostly been gutted of Trump-skeptical voices, and so it's not a testing ground for likely presidential candidates in the next election cycle, as it has been in years past.  No Kasich, Amash, Sasse, etc., so we're not getting anyone with much chance of running against Trump for the 2020 GOP nomination, unless you actually think Ted Cruz is in that category.  Oddly enough though, Gary Johnson will be there, though participating in a panel discussion rather than a solo speaking slot:

The Center for American Progress had its "Ideas Conference" last May (billed as a Democratic answer to CPAC), which featured many of the likely 2020 presidential candidates:
