No, it's just that reporters are probably going to end up systematically asking every Democrat in the Senate if they're running for president, because why not?  It has nothing to do with what Democrats themselves want.

What does “step up” mean?  Does he mean that if anyone younger than him is in the race, then he’ll defer to them?  Because that’s a 100% certainty (Delaney’s already running!).  Or would the younger candidate have to have a Biden-esque outlook on the world?  Or would the younger candidate have to be leading in the polls (meaning that he’ll only run to stop Sanders from being nominated)?

Either way, I guess he’s at least floating an “out” for himself here, which may be more than he was doing previously.
