Give Dick Minnesota, Wisconsin, Oregon, and Michigan, while giving Bush Arkansas would be my map.

I think Gephardt would have won all of Gore's states except maybe Oregon, plus Missouri and West Virginia so I definitely think Dick Gephardt would have won, probably with 276 EVs.
