Biden probably has healthier chances in the 2020 general than any other potential Democratic candidate. That being said, I think Harris or Brown would do very well in the general (especially with the other on their ticket), as well as Franken but I think Franken running is much more unlikely than some make it out to be.

I personally very much like Elizabeth Warren and don't hate Booker as much as many others, but I think both of them would likely be relatively weak candidates in 2020 among the general electorate, despite being popular among the base.

Absolutely not. The Democrats have a great field including Harris, Kennedy, and even someone like Jeff Merkley.

Anybody who has never been in Washington could be classified as an outsider. Bullock would be as much as an outsider as Trump add Hickenlooper to that list. Cuomo is a stretch since he was HUD and close to the Clinton's. Ideally the Dem nominee should be a Gov and I'd say Bullock, Hickenlooper, Cuomo are most likely to run.
