High school. For example, mandating a 2.5 or above and a decent attendance record or something like that. I don't know, what are peoples' ideas?

Since no one can come up with funding, I think we should move to rename this act since we have moved leagues away from Free College for all. It operates more as a merit based tuition subsidy for low income and middle class people.
