Edit for a few comments:

I don't really know a lot about some very popular governors.  In many cases, I just choose the most centrist ones.  I'm sure John Hoeven (R-ND) and Mike Rounds (R-SD) are excellent, as reflected by their almost universal popularity in their home states, but it just takes more to be a mega-popular Democrat in Wyoming like Freudenthal than a mega-popular Republican in the Dakotas.
