Does it have something to do with an election involving WJB or Woodrow Wilson?
No, and it is policy-based, not election-based

Ratio of state income tax rate to state sales tax rates (red states have higher (top marginal) state income tax rate than sales tax rate, blue states the inverse)?

You're on the right track

Red states have a state income tax, blue states don't?

Clue: Is related to an election held sometime between 1985 and 1999, inclusive.

^^^ Gubernatorial elections in 1990 seem to be the anchor of the map, but chronologically, there doesn't seem to be an exact match for the rest (i.e. results for 1987-1991; results for 1988-1992; etc).

The only thing I can figure (if it's in fact representative of gubernatorial results) is that you've skipped around and are using various non-consecutive election cycles for the off-year ones.

You're on the right track. Think about the part that I bolded above. Neither of your answers is correct, but you're not too far off.
