In this thread, anyone can post a map, and other posters can look at the patterns can guess what the map about.  It's not necessary that someone guesses correctly before another map can be posted.

No, but it does seem to be a Southern thing.  It has to do with school policy, particularly its enforcement.

Yep.  My map shows the percent of students hit in 2008.  It was at least 1.0% for each of the shaded states, 7.5 % for Mississippi.
