Would the minimum wage floor region-wide remain $7.25?

I think it's quite unlikely. Since the analysis I got from AZ a few months back said that the impact on employment will depend on the wage floor and that the members are appointed by the Governor, I think it'd be a good idea for the Governor at the onset of their administration to state how low they'd be willing to go with the minimum wage. Does that make sense?

Total Hourly wages for entire committee     $ 100.00                                  
# of hours spent  to complete task     $ 224.00                                  
Per Diem     $ 50.00

County by County minumum wages would create lower unemployment rates at most  of about 0.1%-0.3%, ddepending of course what your standard  across the board minumum wage would be.

Ah. I guess that's good. So it would basically be the governor appointing some rl people?

I didn't plan for it to be that way. I was looking for something like the Governor telling the GM their standards for appointing NPC commissioners and the GM using that to determine the effect on employment.

How would a minimum wage raise affect this? (Perhaps in the $9-10 range set to be implemented 1 Jan 2018, ~$11 on 1 Jan 2019 and $12 region-wide by 1 January 2020, set to grow with inflation after that).

That depends on whether or not we have to abide by Federal Wage standards. If we do, then the wage floor will be set at that. If we don't, then nothing changes.
