If he does, could it be because he's afraid of losing his seat?
His seat's safe for him, relatively speaking. But he's flirted with running for Senate on multiple occasions and for President in 2016, so it's definitely possible he jumps in, especially if he thinks Cuomo can be beat in the Democratic Primary.
