I don't think he will run for Govenor, but your $$ logic is flawed.
1. He is a popular figure in the state as is
2. Romney is quite unpopular & if he decided to run for re-election a sock puppet could beat him at this point
3. If Romney doesn't run who else does the GOP have??
If he were to run Kerry would not have to worry about draining his $$ for 08 because he could sleepwalk & win the Governor's race
