Much of this has to do with the fact that CBP is inherently prone to corruption/infiltration because of its mission, perhaps more so than any other federal law enforcement agency. Add the fact that it's a tough, low-prestige law enforcement job (especially Border Patrol, which is all about stopping illegal immigration/smuggling, unlike regular CBP which also deals with legal immigration/imports) and you have conditions that are ripe for corruption. Prison guards, especially at state level, are also highly prone to corruption for the same reason, and I suspect most have even lower hiring standards. If you needed to hire 5000 Park Rangers or Fish and Wildlife Agents in 5 years, you would not see a large increase in corruption, even if they have federal law enforcement authority, because they are not an attractive target for corruption/infiltration.

Yes. And there is different types of corruption.

Get paid for allowing a random Mexican family (with probably a good intentions) to cross the border is ,of course, bad, but it is morally OK/understandable.

And so on.
