How many total votes are expected?  I'd guess about 700,000, but that's just a guess. (average of 100,000 votes per Congressional district.   Of course, I don't actually expect there to be roughly 100,000 votes in each Congressional district.)

Looks like Moore will win Montgomery County; with 81 of 99 precincts reporting, he's ahead 52.3%-47.7%. Moore is also now leading in Mobile County, but there's only 16 of 191 precincts reporting.
