Both were unconstitutional tyrants, but Wilson moreso. The good things accomplished during Wilson's Presidency were all constitutional amendments, which the President doesn't have any power over.

Racists who furthered state powers and hurt the country with war and international policies. Both were on hand for some of the worst economic decisions of modern times but Wilson is the worst president of the last 150 years.
