So Rove told Novak nothing more than Harlow did: both told Novak that Plame worked for the CIA.  Neither said in what capacity.  The difference is that Harlow knew that Plame was undercover.  Given the standard set in the law, this means that if Rove didn't know she was undercover, then Rove is innocent, but Harlow may be guilty.
